SEE v11 Requires Pre-boot Authentication?

Our use case does not allow for us to require PreBoot Authentication but based on what I'm doing in my test environment it appears that we now have to force users to register and to use PBA at bootup.

Am I missing something here?

From my 8.2.1 Framework settings file:

REGISTERED USERS SETTINGS:
Require registered users to authenticate to the Symantec Endpoint Encryption: No

I don't even have these options now.
