new internal users are not being auto-created

I need a solution

apparently the Symantec Encryption server is not creating Internal User accounts automatically when my users send outbound emails with conditions that match our rules for message security.

The messages get stuck in the queue if there is not user account on the PGP server for the sender.

I can manually create the account and then the messages can be sent.
