Two SEP 12.1.4100 installs, two different client updates?

Hello there, I have two different small networks:

- Both Server 2008 R2 Standard / Domain Controller
- Both use Symantec Whole Disk Encryption
- Both have 5 Windows 7 Desktops
- Both use Symantec  SEP 12.1.4100

I download the ZIP and rename to JDB and copy to c:\Program Files (x86)\Symantec\Symantec Endpoint Protection Manager\Data\Inbox\Content\Incoming to both servers.

Issue:

On one server the clients update immediately.

On the other server I have to go to SEP Manager, Clients, Add a Client, New Package Deployment, Select the install sets, Remote Push, etc

Q; Where is the setting to have the clients automatically update the AV definition without having to use the SEP Manager?
