SEP 11.0x help for jdb file

I turned on the thrid-party content management in the Live Update policy for my groups, but I did not get the folder created for data\inbox\content\incoming created. Do I have to cycle anythjing or use smc -stop -start?

I went ahead and created the folder and placed the jdb file but so far it has nto been picked it up.
